I personally think Kugan case has been blown way out of proportion by some parties.

OK, Kugan has been accused and hasn’t even gone through a trial yet.

Some parties, beyond doubt, have capitalized Kugan’s case for their own political or racial interest.

All I am interested in is, if and only if Kugan is actually a car thief (yes, I do not agree that he deserved to be beaten up by the cops), he cannot be operating alone. A syndicate is an organized crime. There is a network of people involved.
